To participate in Utsav II, artists can submit their applications and samples of their work using the provided application form. The form requires details such as name, contact information, discipline, local and permanent address, concept note, director's note, technical requirements, bio of the artist(s), along with their high-res picture and video, and past work references like links and videos.

The deadline for submission is 20th November, 2023, 24.00 hrs IST. A jury of distinguished performers & critics will go through all the applications and select the best performers to showcase their talent in Utsav II. Selected artists will be notified by email and provided with further details on the performance and logistics.
